About Our Owners

Joel Neff

Director / Executive Vice President

Joel has over 20 years of experience in business management, sales and marketing. His experience includes more than 5 years as Realtor and Mortgage Consultant with JCC Realty and Mortgage, with a consistently proven track record with his clientele. His 18 years of networking sales and training have allowed him to develop presentation, training and management skills that he is currently utilizing with JCC Alliance Network. He is the top Presenter and Field Trainer for JCC Alliance Network and has developed a solid team of professionals. Joel loves to spend time with his Team Leaders to help them achieve their dreams and goals in ultimately serving the greater good.

Joel is the Co-Founder of a successful construction and roofing company which he ran for over 15 years and which he chose to let go of because of his strong belief in the concept and potential of  JCC Alliance Network. He played 10 years of semi-pro baseball which honed his skills in camaraderie and team spirit.


Joel's personal goals are to utilize his skills in helping in the re-construction of any disaster areas such as "Katrina" and to build a foundation that will extend financial help to those areas. Ultimately, he would like to build an orphanage, because he feels that youth are the future hope for each succeeding generation.

Art Gabot Madlaing

Director / COO

Art brings over 40 years of experience in real estate, mortgage, sales & marketing, writing & newspaper publishing to the JCC Alliance Network. Art is a licensed Real Estate Broker with the California Department of Real Estate from 1981 to present. He completed biblical and external studies in bible history and Historical Christian Evidences with Sunset International Institute (SIBI), Lubbock, Texas.

His background includes experience as an Insurance Agent & National Association of Securities Dealers (NASD) Account Executive for Western Travelers Life and also for Putnam Financial Services. He was a Real Estate Agent for ERA Salonga Realty, Sales Manager for International Realtors Corp., Broker-Owner for American Bankers Realty, Publisher for Philippine Examiner and Neighborhood Journal, Corporate Broker for JCC Realty Group, and one of the elders (pastors) of Golden Gate Church of Christ, San Francisco, California, USA.

Art has been a syndicated real estate columnist since 1980. His syndicated columns were published in the Tribune USA, California Examiner, Neighborhood Journal, Philippine Examiner, Philippine News, Asian Week, Pinoy Today, FIL-AM Herald, Filipino Guardian and Philippines Today. The majority of his syndicated columns were compiled and published in his two books "REAL ESTATE & YOU" and "NO GUTS, NO GLORY."


Art's goal is to help expand the community library which was started by his wife, Virginia, to develop the reading skills and upgrade the literacy program for the poor and indigent children in the villages of the Philippines. His other passion is to financially help the poor but dedicated preachers and evangelists in Asia and other third world countries.

Grace V. Que

Director / Chief Administrative Officer

Grace has over 25 years of experience in office management & administration, loan processing & underwriting and telecommunications. She has completed advance studies with Robert Shemin's Real Estate Training University and the Don Burham International Association of Investors' Wealth Institute.

Her experience includes Loan Manager at JCC Realty and Mortgage, IT Help Desk Analyst with various Fortune 500 Corporations, Telecommunication Systems Administrator, and Nutritionist/Dietician at Delgado Hospital. She also has a degree in Food & Nutrition Science.


Grace's dream is to help the elderly by providing food and medicinal needs, dietary education and support, and by taking them to various programs and activities. She ultimately would like to build churches in areas in need of help.

Grace A. Reyes

Director / Chief Financial Officer

Grace is a Computer Programmer with considerable experience in diverse industries including banking, financial, real estate and mortgage, entertainment, and engineering. She has degrees in Accounting and Computer Science.

Her experiences include over 25 years in computer technology, over 6 years in accounting fields, over 5 years in real estate and mortgage plus more than 16 years in networking sales and training. Grace was able to utilize these combined skills and talents while helping to build the organizational and administrative foundation of JCCAN.


Grace would like to create an affordable hospital for adults (similar to "City of Hope" for kids, which cares for patients who have cancer). She would also like to start a project that would assist people who are in Section 8 housing to help them to become homeowners. Ultimately she would like to continue her ministry in her "Divine Mercy Prayer" throughout various neighborhoods and communities.
